Since only 2% of the population is non-Slav there is little ethnic tension. According to a law passed in September 1992, the entire population has an automatic right to Belorussian citizenship. Only 11% of the population, most of whom live in the countryside, are fluent in Belorussian. Attempts by Chairman Shushkevich to boost the popularity of the official language proved unsuccessful.
